Gene and the Echo Tones

As a phonograph record collector and dealer from Tacoma Washington in the Pacific Northwest, I specialize in the 7 inch, 45 rpm records.
My favorite musical styles are the doo wop and teenage sounds of the late 1950's and early 1960's, both male and female artists. I also like some 1960's mersey beat and sunshine pop, as well as any music to the present day that is similar to those styles.
Here is a record I would like to know more information about.  I have collector friends who think this is from Central Oregon, others think California. We really don't know at this point, this is why this is on my blog today.
The record I am talking about today is "She's Gone Away"/"Time Goes By" by Gene and the Echo Tones on the Echo Tone record label.  The first side that I like the most is a medium fast teen garage sound with a country flavor probably from the early to mid 1960's.  One of my favorite teen records, yet scant information can be found.
The writers credits on both sides are "G. Mills", it makes me wonder if this is actually  country singer Gene Mills who is a native of Salem, Iowa who spent time in Hollywood California according to another fellow blogger here, "That's All Rite Mama" BlogSpot. "That's All Rite Mama" blogspot covers recordings from from the Rite recording studio in Cincinnati Ohio. No publisher or producer credits are on the label either.
